Disciplinary & Disputes Committee


The administration affairs of the Committee are vested in a Chairman, appointed by the National Executive Committee each season, and an Appointee from each Affiliated region.

The Committee, is responsible for;

  • Convening Disciplinary Panel/s to conduct primary hearings concerning any player, affiliate or other person associated with Rink Hockey in England related to a disciplinary or dispute matter, referred by the National Executive Committee.
  • Propose to the National Executive Committee amendments to the Table of Disciplinary Sanctions for ratification.
  • Submission of reports for each National Executive Committee and Association General Meetings.

Summary Penalty

On notification of the issue of a Red Card in any competition organised by an Affiliate of the Association, the Chairman shall consider the referee report/s and may, in addition to the compulsory one (1) match ban for receiving a Red Card, issue the subject with a Summary Penalty, so long as such additional sanction is within the guideline set forth in Rule 14.05, or choose to issue no additional sanction.

Upon receipt of a Summary Penalty, the subject or their Club shall have 3 days to request a Hearing by a Disciplinary Panel by emailing a specific request to the Chairman and submitting a Statement via the prescribed form. If they do not do so within the prescribed time, the issued Summary Penalty shall apply.

For serious offences and/or unclear circumstances, the Chairman may choose to directly refer the incident to a Disciplinary and Disputes Panel.

Appeals

  • Every Affiliate, registered player or other person shall have the right of appeal to the National Executive Committee against fines, sentences of suspension or expulsion from membership of the Association, after a Disciplinary Panel has issued a determination.
  • An appeal must be made in writing to the General Secretary within seven (7) days of the date of the notification of sentence, stating the full grounds of the appeal and accompanied with the prescribed fee.
  • If appeal is not lodged within the time limit, the sentence shall become binding upon all affiliates, players or other persons named in the relevant notice of sentence.
  • Once an appeal has been lodged with the Associations General Secretary, the decision of the Disciplinary Panel shall be in abeyance until the National Executive Committee has reached a decision.
  • The National Executive Committee must meet, personally or electronically, to consider all appeals as soon as the General Secretary can conveniently convene.
  • If an appeal is upheld, the Appeal Fee shall be returned.
  • The Association shall pay no expenses to any party in respect of any Hearing, notwithstanding the decisions reached thereat.

Disciplinary Hearings

The Chairman of the Disciplinary Committee shall appoint a Disciplinary Panel consisting of any three (3) members of the Disciplinary Committee to;

  • Consider any match related issue, including but not limited to Red Cards issued, a complaint or dispute arising among Affiliates, Associates or Registrants (referred by the National Executive Committee) and, if unresolved, make such decisions as deemed appropriate.
  • Fine or suspend for a period any member or affiliate proven guilty of misbehaviour, unfair practice or of acting in any way that is detrimental to the Association’s objects.
  • Give to the Subject of the Hearing notice in writing of the charges against them, sent to their registered email address.
  • Provide at least seven (7) days’ notice for the Subject of the Hearing to provide a written statement and supporting evidence and/or elect in writing to attend a hearing to give evidence and call witnesses, prior to a determination being made.
  • Notify the subject of the hearing and their club of the outcome of the hearing in writing within seven (7) days, including any fine or suspension that may be imposed.

In determining any sanction/s, a Disciplinary Panel must refer to Rule 14.05 but remains free to impose any penalty/s they deem appropriate to the matter.

Upon a Disciplinary Panel being convened, the Chairman of the Disciplinary Committee shall:

Notifications & Communications

All notices, correspondence, statements and determinations relating to Summary Penalties, Disciplinary Hearings and Appeals must be sent via email to;

  • The Subject
  • Subjects Club
  • All Club, Region and National Officers, including Sub-Committee members.
  • All Accredited Referees (for Red Cards and match related matters)
  • The internal correspondence between Disciplinary Panel Members or between the National Executive Committee while considering a matter before it is excluded.
